Context and challenges
The project aims to provide a world-class facility in manufacturing oil drilling and its components, called the Land Rig Manufacturing. A 459,360 square meters land is allocated for the Land Rig Manufacturing Initiative (LRMI). The site is located approximately about 80 kms from the north of Jubail Industrial city. The project shall have six major buildings at proposed footprint areas.
This client, a joint-venture leading this project, has appointed Assystem Radicon to carry out the overall management and supervision of construction works, in order to ensure full compliance with the design, specifications and standards, in the framework of “management and supervision consultant”.
Project scope
- Construction Supervision and Quality assurance of all project works for which Assystem Radicon had both technical and professional liabilities, in accordance with industry best practices, standards and status in the organization, as the Engineer's Representative under the contract conditions between the Client and the Contractor:
- Review technical issues
- Site inspections and approvals
- Review of shop drawings in light of IFC (Issued For Construction) design drawings and method statements
- Review and issue of recommendations to the Client regarding proposals by choosing Contractors that would satisfy the main functions of the project at the low capital, life cycle cost and short construction period
- Monitoring progress and preparing progress reports
- Preparing and recommending variation orders
- Contract closing activities including dispute/claims resolution/arbitration if any
- Preparation of completion/taking over certificates and project completion report
- Preparation of defect liability certificates
- Review and acceptance of invoices for payment
- Conduct weekly site meetings and issue of regular reports to the Client: management of contractual obligations, supervision of all activities and ensuring the quality of infrastructure built or installed
Results
- Success in dealing with the COVID19 epidemic and the restrictions of curfew as well as prevention measures thanks to many mitigation plans in order to minimize the impact on the project schedule and keeps the completion date reachable
- Owner satisfaction regarding Assystem thanks to the extensive experience of teams working in similar industrial projects with major clients
- Design compliance with FM (Factory Mutual) Global Standards and Saudi Building Code 2018 (201cr & 801cr) and International Building Code 2015 Edition
- Full compliance of client requirements and guidelines which were provided in the FEED package (Front End Engineering Design)
