Job Description

Assystem is a key member of the AXIOM alliance – a joint venture providing significant engineering services to the nuclear industry.

Quantity Surveyor / Project Controls Engineer / Contracts Administrator

Staff / Contractor

Responsibilities

  • Compliance with applicable health, safety & environment procedures, policies, legislative and regulatory requirements. Record health and safety observations on a monthly basis.
  • Liaison with the Project Engineering Manager, Project Manager and Cost Engineer concerning all aspects of contract management within specific Value Streams.
  • NEC3 Contract Management using CEMAR. All communications are dealt with on time and within CEMAR timescales – meeting KPI.
  • Regular review of progress of work against schedule and cost and highlight any issues to DSI and other stakeholders.
  • Ensure CEMAR is kept up to date with correct start and completion dates.
  • Produce and submit quotations within specific Value Streams in both an effective and timely manner.
  • Contract management of specific Value Stream portfolios including; Task Order, Sub Task Order and CE responses (including estimate, schedule, risks, organisation charts) Joint Governance Assurance Review approval, DSA Task Feedback Form reviews, EW’s (risks and opportunities), and Task Order close-outs in accordance with AXIOM procedures.
  • Management of Subcontractors including obtaining and reviewing quotations and raising Purchase Requisitions.
  • Review and approval of Subcontractor invoices

Authorities

  • Contractual submissions via CEMAR pre and post Joint Governance Assurance Review (JGAR) compliant with the AXIOM Delegated Authorities Schedule. Approval of subcontractor invoices up to £20k/month.

Accountabilities

  • Deliver commercial management of design services in a safe manner to the specified functional criteria, goals, objectives and quality requirements. Demonstrate value, minimising programme risks (threats) and maximising opportunities.

Additional Responsibilities

  • Manage the DSA (Design Services Alliance) task feedback process within specific Value Streams, to achieve timely fee realisation and dissemination of any relevant LFE (learn from experience) to all relevant parties.
  • Undertake training as and when required to improve effectiveness within the job role.
  • Assist in the production of working instructions for existing or new ways of working.
  • Actively participate in safety awareness initiatives.
  • Support the DSA Improvements Programme Support the DSA Sustainability initiatives
  • Supporting the delivery of positive KPI’s, earned value performance and milestone achievement within specific Value Streams.
  • Supporting of detailed forward forecasting of manhours costs, fee moderation and final outturn costs within specific Value Streams. Submit FTC’s when required.
  • Produce monthly project reports and present at monthly project reviews, covering all aspects of performance within specific Value Streams.
  • Review and check payment applications within specific Value Streams, to support accurate and timely cash flow.
  • Key interface with Cost Engineers

  • Experience working in a fast-paced project environment
  • Familiar with working under NEC3 contracts
  • Good working knowledge of CEMAR
  • Can demonstrate strong communication skills

Due to the nature of work to be undertaken applicants will be required to meet certain residency criteria in order to attain a minimum level of UK security clearance if not already security cleared to a minimum SC level.
