Job Description

The Electrical Discipline Lead reports functionally to the MEH Engineering Manager (EM). They should be considered as the ‘person providing control and provide technical resolution of issues arising during the engineering phase between start of HO1 and HO3 (DTS)’.

Over the full off-site delivery life cycle, the particular focus is to ensure the scope of work and engineering process is adequately defined, any technical questions and risk to plan are resolved, mitigating delivery risks and taking ‘best for Project solutions’ where necessary in consultation with the EM & Technical Lead.

The Electrical Engineer will cooperate with the Technical Lead for Technical Client Organisation (TCO)/PWR Technology (PWRT) when the HPC Safety Case is potentially impacted – but also to achieve final acceptance of technical documents in the day-to-day business.

A further key role also includes ensuring delivery of the review and acceptance of engineering documents by the various parties under the surveillance of TCO/PWRT.

Dimensions:

The Electrical Discipline Lead will be responsible for the following packages:

  • Support the site needs regarding Electrical topic
  • Keep up to date with the site need, all documentation regarding the EWP (Execution Work Pack) and Site Instructions.
  • For the scope gaps, be able to provide description, needs, coast, list, cable list etc.. 
  • IEG, IED & IES Cable lists, Cables specification & Termination (i.e. glands, lugs etc…)
  • IEG, IED & IES Installation (i.e. cleats, bands etc…)
  • Liaise with commissioning team regarding their need, and liaise with the team regarding the expectations.
  • Support the transverse topic in the EPM Electrical
  • Temporary electrical needs on site
  • Electrical HK8010 LAD and LDRC with the support of quality team

The concept design for these systems is delivered by the Responsible Designers and Execution Designers, the process is different between IEG, IED & IES. There are Open Points which require management to de-risk procurement and site work. Engineering issues may continue to be raised during manufacturing and installation (the latter outside the scope of this role), while changes and configuration needs to be controlled.

The Key technical topics that require support and resolution at this time are listed below, these are expected to evolve as the project continues.

  • Interfaces with the Responsible Designer for all the cabling activities to allow design of power and I&C cabling
  • Interfaces with the Execution Designer for all the cabling activities to allow design of IED and IES cabling
  • Coordination of the HPC cable lists used for all systems with a Master Cable List 
  • Clarification on the cable routing, segregation, diversity in the cable containment systems
  • Able to estimate/design any cabling impact from any change for Power and I&C 
  • Answer of the Design Change
  • Support the scope gap not covered by the Turney contracts for the cabling activities
  • Support the documentation package
  • Able to propose any improvement design 
  • Liaise with commissioners
  • Multiple other issues. 

Principal Responsibilities:

The main responsibility is to support the  Electrical Lead in discharging their delivery duties. The Electrical Engineer will be responsible for:

  • Keep up to date the Electrical Scope of BTSC contract HK8010 with the support of quality team
  • Supporting the design delivery process including participating in gate reviews i.e. HO1, HO3
  • Identifying and assessing Risks, Critical Issues and Hot Spots that may impact the MEH Programme delivery.
  • Supporting the process of resolution of decoupling and final value data
  • Providing support to the Technical Lead:
    • MEH Site Need  
      • Manage of works information instructed under their scope.
      • Review and acceptance of contract construction documentation as required by surveillance matrix.
      • Ensuring all necessary documentation has been identified, authored, and approved prior to start of construction.
      • Responsibility Analysis of electrical discipline scope gap ahead the construction sequence.
    • IIM Team support
      • Supporting IIM Building Leads in preparation of work packs, issue resolution and closure of control gates pre-construction
      • Follow the site progression of the check Sheet completion and update them if needed following quality feedback.
    • Commissioning interface
      • Review of CTP, need meticulous analyse, link to site preparation activities.
    • Technical review of the CND (Connecting Diagram) makes by the Responsible Designers:
      •    Consistencies with Cable list
      •    Consistencies with I/O I&C signal
      •    Consistencies with Supplier documents

Key Interfaces

The Electrical discipline Lead will support the Electrical Engineering Manager for the following tasks:

  • Engineering Manager for the discipline
    • Day-to-day support of Engineering Managers covering specific contracts
  • Responsible Designer Contract Engineering Lead (CEL) and Discipline Lead
    • Support on technical issues impacting RD design
    • Support on HO2 surveillance
    • Support for engineering issues post HO2 (TQ’s etc)
    • Support on HO3 surveillance
  • TCO/PWRT
    • PWRT retain the Intelligent Customer oversight for the Safety Case
  • Execution Designer – RD
    • Execution design delivery, closure of Open Points, queries and technical issues
  • JDO
    • Lead the Site Field Solution supporting MEH site activities
  • Quality
    • Resolution of design and manufacturing Non-Conformance Records (NCR) and more widely of any technical issue arising from quality control activities together with TST
  • Other HPC Engineering Entities (Plant Integration & other Programme DMTs)
    • Interface with other disciplines for transverse topics
    • Interface with Plant Integration to support configuration management

Note: the following interfaces will be primarily managed by the Building Coordination Managers:

  • Area Management (HO3 delivery, engineering work packs, schedule and priorities)
  • Plant Integration for configuration management
  • Engineering Work Packs delivery coordination and expediting by Erection Area

Nature and Scope:

The nature of the role is to provide engineering management to the discipline to ensure delivery in accordance with the principles of safety, quality, time and cost and not impeded by delayed resolution of engineering issues.

Strong discipline expertise is expected as well as facilitation skills to bring different parties to resolve engineering issues. A proper view over the entire Project lifecycle is needed to ensure that solutions for current issues will not create later impediments and delays.

The role will require frequent interaction with the Responsible Designer, Execution Designers, Fabricators/Manufacturers, TCO, MEH Construction and JDO on site.

Knowledge, Skills, Qualifications & Experience:

  • Track record of delivering technical expertise in projects within a technically complex and dynamic environment, whilst ensuring high levels of safety, security and environmental responsibility, ideally within the Nuclear Energy sector or similar regulated environment.
  • Demonstrable awareness of integrated management system and the different policies, procedures, standards and documents applicable to technical and contractual management.
  • Demonstrate significant expertise in relevant technical discipline
  • Experience of successfully engaging, managing and influencing groups of stakeholders and facilitating issues resolution.
  • Good presentation, influencing and facilitation skills. Excellent communication and organisational skills, able to develop relationships and maintain effective networks.
  • Meticulous and rigorous approach to engineering to achieve high professional standards;
  • Proven ability to successfully deliver engineering safely to the correct quality, time and cost in a fast paced, schedule driven environment;
  • Ability to work autonomously but with awareness of own limitations;
  • Knowledge of contractual and commercial mechanisms.
  • Strong numerical and analytical skills.
  • Understanding of PWR/EPR design and experience in PWR/EPR construction.
  • Working knowledge of French language an advantage.
  • Degree and chartered status in an engineering, construction or other related field.
  • Knowledge of CDM Regulations.

 **Security clearance**

This role requires the successful candidate to hold a minimum of a Security Check (SC) clearance without any caveats to that clearance.

Due to the nature of work this role will be delivering and for the protection of certain assets, the successful candidate has to be a UK national or in MoD approved cases a Dual National from a non-ITAR country.
