CONTEXT AND CHALLENGES

The western region of Saudi Arabia has launched two new large-scale wind energy projects which span a combined area of 480 km². These initiatives are a cornerstone of the Kingdom’s National Renewable Energy Program (NREP) and directly support the goals of Vision 2030, which aims to diversify the energy sector and promote sustainability.

With secured land, strong wind resources, grid integration readiness, and compliance with international standards (including those from global financial and environmental institutions), the projects are strategically positioned for utility-scale deployment.

In this context, Assystem was mandated to conduct pre-development studies, including permitting support, stakeholder engagement, design and technical expertise to accelerate project readiness.

Missions

The pre-development scope includes the following work packages:

  • Site Master Plan including layout and a bankable final report
  • ESIA Studies to obtain the NCEC license
  • Permitting and Stakeholder Non-objection
  • Geotechnical Surveys
  • Hydrological Assessment

Client benefits

  • Comprehensive master plan assessment including design basis, master drawings and a bankable final report with CAPEX & OPEX estimation, LCOE calculations and P90 energy yield assessment
  • ESIA reports based on IFC and NCEC standards, cumulating in obtaining the NCEC license to construct
  • Aviation study to obtain GACA permit
  • Delivery of 3D site models and high-resolution videos to support stakeholder communication
  • Detailed geotechnical and hydrological assessment reports
