Full project management assistance for the attribution of an EPC contract for the development of port hydrogen facilities (“OH2 Port de Lyon” project)

Project management Hydrogen France

Project presentation

The Compagnie Nationale du Rhône (CNR) is the leading French producer of 100% renewable electricity. It is committed to the energy transition and supports the deployment of the renewable hydrogen sector with various projects along the Rhône Valley. The "ÔH2 Port of Lyon" project includes a hydrogen production facility using water electrolysis, designed to offer an alternative energy source for river transport and other mobility uses in connection with port activities.

CNR plans to launch a turnkey Engineering, Procurement and Construction (EPC) contract for the design, supply, and commissioning of a water electrolysis plant for the production of hydrogen. This project presents the following challenges:

  • To develop CNR's hydrogen activity in the service of the development of new renewable energies, storage solutions and support for territories in the energy transition
  • Obtaining dimensional information for the administrative documents (building permits, ICPE) in parallel with the EPC contract procedure in order to optimise the project schedule
  • Controlling industrial risks while anticipating the evolution of the project (distribution station option, reflection on future uses).

The CNR has mandated Assystem to take care of the competitive dialogue process in order to select the consortium that will carry out the ÔH2 Port of Lyon project as an EPC.

Missions

This project focuses on 2 key issues:

  • Production of Green Hydrogen by electrolysis of water
  • Reflection on the uses in port environment

Assystem takes in charge the following missions:

  • Selection of the candidates according to the criteria of the call for candidatures
  • Assistance in the drafting of the consultation with drafting of the technical part of the rules of consultation and drafting of a functional program
  • Technical assistance during the competitive dialogue (questions/answers, site visits, analysis of feasibility studies, moderation of dialogue meetings)
  • Analysis of the candidates' offers.

Client benefits

  • Better visibility on the uses of hydrogen produced in port environment (quantity, filling speed, development of scenarios, availability "user's view")
  • Clear and explicit functional programme taking into account CNR's experience feedback.
  • Articulation with administrative and environmental procedures.
  • Optimised design (organisation of the competitive dialogue, division into firm and optional tranches, bid selection criteria, etc.).
  • Work with CNR's legal and purchasing departments to define the criteria for analysing tenders in accordance with CNR standards and the project's priorities.
