Context and challenges

This client is a leading international company with activities worldwide, operating in engineering, procurement and construction of installations. It is a major provider of services and solutions operating in several sectors: refining and petrochemicals, upstream oil and gas, liquefied natural gas and power.

With a strong regional presence and history in South East Asia, this company took the decision to move his regional engineering center from Singapore to Malaysia.

Some employees did not want to move from the first location to the new one. The client needed therefore to recruit new experienced engineers in Malaysia. Due to the high number of people to recruit, the client HR department was not sizable to this challenge. The client needed also to minimize the relocation impact on the engineering delivery schedule.

In this context, this client has appointed MPH, the Assystem subsidiary dedicated to manpower, as the main partner to provide full recruitment outsourcing services with a strong commitment on delays, quality and lean processes.

Project scope

  • Definition, preparation, implementation of a dedicated process of identification, qualification of candidates, and overall support - with HR representatives and client engineering leaders / project managers - covering:
    • Expression of request, including skills type and experiences
    • Submission process and interview management
    • Overall schedule management to match with the site transfer and projects delivery deadlines
    • KPI to guarantee high quality, as part of an obligation of results within the exclusivity agreement
    • Simple invoicing scheme based on volume
  • Market analysis to identify the relevant engineering skills that requires a high level of experience in few fields of oil & gas sector (subsea, offshore…), focusing on offshore field & project management: senior principal structural engineer, senior process engineer, senior pipeline engineer, architect, project engineer, proposal manager, senior field engineer, principal operations engineer, quality assurance / quality control coordinator, etc.
  • Overall contract management and reporting of progress measurement.


  • More than 120 people hired
  • Plant relocation performed on time thanks to the mobilisation of resources within the time constraints with no impact on projects delivery schedule
  • Recruitment of local Malaysian staff located in Malaysia, which was a client requirement in order to ensure smooth relocation transition
  • Win-win deal for both parties, reducing at minimum the number of positions to relocate, as the recruitment volume was important and needed to be adapted to the highly competitive context
